High General Jax-Ur was once supreme commander of the planet Krypton's military forces.
A brilliant warrior, Jax-Ur was trusted by the Ruling Council for many years until he grew power- hungry. After he believed that the council was too weak, Jax-Ur attempted to seize control of the planet. However, his attempted coup d'état was foiled by Jor-El. Jax-Ur was tried, found guilty, and sentenced to eternal imprisonment in the Phantom Zone.
Years later, Jax-Ur was released by his faithful second-in-command, Mala, who had received a shortened sentence of 20 years and whom Superman had somewhat unwisely already released. After they developed powers that made them together stronger than Superman, Jax-Ur and Mala overpowered him, sent him into the Phantom Zone, and proclaimed themselves rulers of the Earth. However, Superman was retrieved, and lured Jax-Ur and Mala into a trap, which sent them back into the Phantom Zone.
Superman encountered Jax-Ur and Mala again in another part of the galaxy, where an unexpected rift in the Phantom Zone had released them into space. They seized control of a nearby planet, and re-made it and its people in Krypton's image. Superman was initially hesitant to intervene, feeling that, whatever his personal feelings, Jax-Ur seemed an efficient ruler, and his subjects seemed content under his guidance. That changed quickly when Superman encountered a member of the planet's underground resistance, who revealed that the Kryptonians were tyrants who were preparing their planet for an invasion of Earth. In a fight with the Kryptonian's battle fleet, Jax-Ur and Mala were sucked into a black hole, and were never seen again.
Powers and Abilities
Being a Kryptonian, Jax-Ur had powers equal to Superman's after exposure to Earth's yellow sun: super-strength, super-speed, invulnerability, enhanced hearing and sight, X-ray and heat vision, and flight.
In addition, Jax-Ur was a brilliant strategist and tactician.
In the comics, Jax-Ur was a mad Kryptonian scientist who was banished to the Phantom Zone for his reckless and dangerous experiments, the last of which accidentally destroyed one of Krypton's moons, and took five hundred Kryptonian lives with it.
