Jimmy Lin was a low level member of the Gotham City Tong.
History
Faced with charges for tax evasion, Jimmy Lin brokered a deal with District Attorney Young. They met in a secret room at City Hall. Lin told Young of the Tong's activities – betting, gambling, weapons sales. Young assured Lin they were alone, unaware that Ian Peek was listening in nearby and capturing their discussion on camera. After seeing the footage Peek shot on television, Lin stormed the news building to take him down. While Peek managed to get away, Batman took care of Lin and his cronies.
